We could go tit or tat forever about this President vs another. I am not sure that any President would make a policy decision over a very paltry donation received prior to winning the election. AIG received infusions from the Treasury starting in Sept 08 of at least 100-150 BN.

Campaign finance reform is its very own thread. The 103,000 is not pocket change but it did not come directly from taxpayers either as the misuse of stimulus funds does. In any event I don't think the bonus money is going to stay in AIGS coffers as it will be recouped.
